Every child’s academic journey starts with small efforts in reading, writing, and understanding numbers. And how they live their academic journey decides how good a foundation they build on which their learning overall rests. If a child, for some reason, does not get a good base for their education or lags at this phase, it becomes more challenging for them to catch up later.
This is why foundational learning is so important, because a great start makes everything better. Even, the Government of India has been working in making the children of India proficient in the foundational learning including literacy and numeracy so that they build strong academic skills by the end of Class 3.
NIPUN Bharat is a National Initiative for Proficiency in Reading with Understanding Numeracy. A national mission which started as a Samagra Shiksha scheme by the Ministry of Education on 5th July 2021. The Department of School Education and Literacy undertakes its implementation with active coordination between the central and state governments, school systems, teacher training institutions, and local bodies.
Its fundamental purpose is to ensure that all students in Classes 1 to 3 attain age-level learning outcomes in reading, writing, and arithmetic by 2026–27. The mission also derives direction from the National Education Policy (NEP) 2020, where foundational learning has been set as the greatest priority in school education.
Year after year, studies like ASER (Annual Status of Education Report) have shown alarming trends where many class 5 children are not even able to read a class 2 level text or solve simple math problems. And this initial learning gap, when not attended properly, results in long term academic failures, low self-esteem, and even higher dropout rates.
To extend to India's large and heterogenous school system, NIPUN Bharat adopts a five-tier setup in which coordination across the levels is brought together:
National level – The vision, guidelines, and monitoring mechanisms are established by the Ministry of Education.
State level – States and UTs develop and implement action plans according to local needs.
District level – DIETs and local education administrators oversee training, resources, and school coordination.
Block level – School clusters are given assistance and guidance to support early implementation.
School level – Headmasters and teachers implement classroom strategies, track progress, and interact with parents.
This tiered system allows for national goals to be implemented locally with flexibility and ownership.
If the mission is correctly implemented at all states and schools, we may anticipate the following improvements:
All students in Grades 1 to 3 will gain basic literacy and numeracy skills.
Teaching and learning in the early years will be more child-oriented and fun.
Dropout rates will come down, and promotion to higher grades will increase.
Teachers will be more confident and well-equipped in early education strategies.
Parents will be more engaged in the child's educational process.
India will move a giant step towards NIPUN Bharat's vision of universal quality education, one classroom at a time.
